On Thursday, the U.S. House of Representatives is expected to approve $36.5 billion in emergency relief for areas such as Texas, Puerto Rico, Florida and the U.S. Virgin Islands which suffered severe hurricane damage, as well as California which has been struck by devastating wildfires.
